He says: "Local building associations of Philadelphia have been the cause, I may say, of making Philadelphia a city of homes. Through the organization of our grand old local building and loan association, which was started in Frankford, in 1831, a suburb then of Philadelphia, now part and parcel of the city, from that small beginning and from that time thousands and thousands of building and loan associations started and flourished, enriching their members and giving them homes, that in no other way on earth could have been accomplished; and by this is beautified the city by building rows and rows of houses, of neat and modern design, with all conveniences, which in times have made thousands of homes, and in them placed good citizens, by which the city has increased in greatwealth its taxable property, and in turn placed thousands of dollars in taxes in the city treasury, and in this way not only benefiting the city, but the many thousands who have been employed by making municipal improvements, which would never have been had it not been for the grand old building associations, with their members and capital. This, I may say, does not hold good for one section alone, but in every section of our great city." There are many problems yet to be settled in this young country of ours. One of these is the question of immigration. I would say, exclude criminals and incompetents. Put the children who come from foreign shores into our public schools, and put the parents into, our building associations and encourage them to become home-owners, and my word for it they will soon become good American citizens.
